MANCHESTER, CT — A man has been arrested after what Manchester police said was an indecent exposure incident in the Buckland Hills commercial district Tuesday.

The initial complaint came in at 4:14 p.m. at 165 Slater St. A man was reported to have been exposing himself at the bus stop near the plaza, police said.

According to a police incident report, the man boarded a CT Transit bus heading to the Shoppes at Buckland Hills. Officers began checking the mall area and located the man lying on a bench outside the men’s department at Macy's, according to an incident report.

As an officer attempted to detain the man, he pulled away and fled on foot to the parking lot, according to an incident report.

A Taser was deployed and the stunned man was ultimately taken into custody, according to an incident report.

The man was identified as 53-year-old Hartford resident Joseph Murrell. He

was charged with:

  • Public indecency (two counts)
  • Second-degree breach of peace (2 counts)
  • Interfering with an officer
  • Possession of drug oaraphernalia
  • Third-degree criminal mischief

Murrell was being held Tuesday night on a $10,000 bond and is slated to appear in court Wednesday. If he makes bail overnight, he would be scheduled to appear in court on May 10, police said.
