Man Who Had 'Medical Episode' In Manchester PD Holding Cell Dies

MANCHESTER, CT — State authorities have released lockup surveillance video in the case of a man who has since died after being found unresponsive in a Manchester Police Department holding cell.

New details and the video were released Wednesday. The man had been at an area hospital.

The Office of the Inspector General is officially investigating the death of Joseph Torrice, who was found unresponsive while in the custody of the Manchester Police Department on July 10.

According to Connecticut Department of Justice records, On July 8, Manchester police officers arrested Torrice and charged with with interfering with police, possession of a controlled substance and possession of drug paraphernalia. He also had an extraditable warrant out of Dutchess County, NY, in a burglary and larceny case, records show.

Torrice’s last known residence was in Dutchess County.

On July 10, 2022, Torrice suffered what police described as a medical episode.

Manchester police rendered aid to Torrice until the arrival of a fire department paramedic crew. Torrice was transported to Hartford Hospital and was being treated in the intensive care unit until his death on Monday, records show.

The Connecticut State Police Eastern District Major Crime Squad is investigating and an autopsy by the Office of the Chief Medical Examiner is pending.
