MANCHESTER, CT — A proposal is in place to convert a Manchester commercial space that once housed a coffee shop into a cannabis store.

Planning officials said a new Planning and Zoning Commission application has been submitted for a special exception permit to allow a cannabis products retailer to move into the former Starbucks at 185 Spencer Street.

That's near a Popeyes chicken restaurant and an apartment complex.
