Manchester Man Charged After Wild Scene On I-84: State Police

A Manchester man was arrested following a 911 call to state police about a vehicle weaving in an out of highway traffic.

TOLLAND, CT — A Manchester man was arrested following a 911 call to state police about a vehicle weaving in an out of traffic near Exit 68 on the eastbound side of Interstate-84, according to a report.

The call came in at 9:29 p.m. on a May night in 2017, records show. The driver, Juan Serrano, 24, was arrested on a warrant Oct. 3.

He briefly left the pavement during a state police pursuit, kicked up rocks and debris, swerved in between lanes at about 70 mph, almost hit another vehicle while back on the highway, and skidded across all three lanes, according to a report.

He had to be woken up several times during questioning, state police said. Serrano was charged with failure to use a seat belt, driving while under suspension, disobeying the signal of an officer, failure to drive in the proper lane, following too closely, first-degree reckless endangerment, marijuana possession and the sale of a controlled substance, according to a report.
