Manchester Nurse Among 2 Charged In 93-Year-Old Patient’s Death In Windsor Locks

WINDSOR LOCKS, CT — Two health care workers are facing charges in the death of a 93-year-old patient at Bickford Health Care Center in February.

Margaret Healey died on Feb. 8, 2026, after she wandered out of the building in the early morning hours, when temperatures were hovering around zero degrees.

According to police, Healey was found about three hours after she left the building, unresponsive and lying on a snow-covered sidewalk.

Police said staff failures ranged from an unnecessary delay in calling 911 to sleeping on the job, arrest warrants show.

On Tuesday, police announced the arrests of two people who worked at the facility. Both were arrested on Monday.

Papy Bibo, 53, of Garden Grove Road, Manchester, is charged with criminally negligent homicide and tampering with physical evidence.

Uchenna Obi, 46, of Dalewood Road, Newington, is charged with first-degree reckless endangerment and tampering with physical evidence.

According to police, Bibo is a registered nurse, while Obi worked at the facility as a certified nursing assistant.

Police said Healey was brought back inside the facility before anyone called 911.

“The circumstances surrounding the delay in (contacting) Police/EMS were of significant concern and became an important part of the subsequent investigation,” police said.

The state Office of the Chief Medical Examiner conducted an autopsy and determined the woman died from hypothermia due to environmental exposure, with other contributing medical issues, including cardiovascular disease and dementia. The manner of her death was an accident.

In conducting their investigation, police interviewed staff members and reviewed security footage.

Bibo called 911 and reported an elderly female had wandered outside, was very cold and back in her room. He told police she was discovered to be missing from her room and then found lying on a sidewalk outside. Staff brought the woman indoors, changed her into dry clothing and put blankets on her to warm her up. He told investigators she had a history of going outside, and had to wear an ankle bracelet which should have triggered an alarm when she left, but didn’t.

The warrant shows witnesses reporting different accounts of the woman’s condition when she was found, with Bibo reporting she still had a pulse, while a nursing assistant claimed she was unresponsive, cold and had no pulse. One witness reported seeing the patient blink her eyes when back in bed, the warrant shows.

One witness told police Bibo initially had said he wasn’t calling 911 because “we will all go to prison.”

Police concluded through their investigation, including reviewing security footage, that the patient left the building around 1:55 a.m. via an unalarmed door. She was only wearing pajamas and sneakers, and it was about zero degrees outside, the warrant states.

The patient collapsed outside around 1:58 a.m. and stayed there until she was found by staff around 5:11 a.m., according to the warrant.

Police concluded Bibo treated the patient for over an hour before calling 911, at 6:23 a.m., after warming efforts were unsuccessful.

The warrant claims Obi was asleep in a dining room between around 1:30 and 2 a.m., including when the patient left the building.

Emergency medical responders reported the woman was unresponsive, pulseless and not breathing when they arrived, and she was pronounced deceased at 6:46 a.m., an arrest warrant shows.

“Our thoughts and sincere condolences remain with the family of Margaret Healey and all those who knew, loved, and cared for her,” police said, in an announcement. “At the center of this investigation is the tragic loss of a human life. Nothing can undo that loss, but we hope the completion of this investigation and the judicial process now moving forward will provide answers regarding the circumstances surrounding Mrs. Healey's death and some measure of closure for those who loved her.”

Bibo was released on a $25,000 surety bond, and Obi was released on a $10,000 non-surety bond. Both are scheduled to appear in Superior Court in Harford on Aug. 7.

Bickford Health Care Center has closed permanently.
