Manchester Woman Enters Plea In Health Care Fraud Case, Feds Say

The woman admitted she caused a total of nearly $1.3 million in losses to Medicaid and other health insurance plans, prosecutors said.

MANCHESTER, CT — A former Manchester woman pleaded guilty to health care fraud in Hartford federal court Tuesday, according to a statement from prosecutors.

Jacqueline Pelphrey, 50, now of Freedom, PA, owned a Vernon-based company called Women's Health Resources.

Women’s Health Resources sold post-mastectomy items and products, including custom breast prostheses, to clients and submitted claims to health care benefit programs for the items.

In 2018, Pelphrey defrauded public and private health care benefit programs by submitting fraudulent claims from Women’s Health Resources for custom breast prostheses that her clients did not order, purchase or receive, according to prosecutors.

As part of her plea, Pelphrey admitted that she caused a total of $1,299,633.10 in losses to Medicaid and other health insurance plans.

She faces up to 10 years in prison. Pelphrey was released on $10,000 bond. She will be sentenced Dec. 29.
