New Buildings Proposed For Manchester Apartment Complex

MANCHESTER, CT — A senior housing development in Manchester could soon be getting its next phase of upgrades.

Manchester Planning Department officials said this week that a Zoning Board of Appeals application has been submitted that requests a variance to construct four senior multi-family units at 190 North Elm St.

That's the address for the Crockett Fields Senior Apartments, which spans 190-208 North Elm.

About four years ago, the former Manchester Housing Authority-managed 20-unit complex was purchased for $100,000 by Orford Village Housing Development Corp., according to town records. Many of the units and the property infrastructure had fallen into disrepair.

Records show that as part of the sale agreement, Orford received a two-year tax abatement from the town, and agreed to update apartments while keeping them "affordable."

Between $500,000 and $1 million was pledged for the upgrades, municipal records show.
