Police said a man, identified as Chad Canfield, and a woman, identified as Maureen O’Loughlin, were both seen loading metal into the SUV.

“The metal that was loaded up in the SUV was dug up underground piping,” police wrote in a news release. “It was piled up against a fence enclosure that protected the heavy equipment and tools. Sergeant Zajac saw a set of bolt cutters on the ground next to the car. He looked around and saw that the lock had not been off and the fenced area appeared secured. The metal piping was about 25 feet in from the curb, piled in a manner as it was not free for the taking.”
