Electronic Digital Billboards Signs Proposal Is Back In Milford

The Milford Planning and Zoning Board will be discussing the proposal tonight and here is how you can get involved.

MILFORD, CT — A local attorney, Kevin Curseaden, is trying once again to have the Planning and Zoning Board approve a regulation change that would allow for electronic digital billboards signs in Milford.

Late last year the PZB voted 5 to 4 in support of the request but it failed because it needed six votes for approval and it came up one vote short. Numerous residents had opposed the plan. Curseaden has said a portion of the billboard display cycle could be used for public service messages.

The proposal is on the zoning agenda for tonight (May 5). The meeting begins at 7 p.m. and will be held remotely but the public can participate in the meeting.

This is a resubmission of an application that was previously denied by the board on December 17, 2019. This application is the same and would allow existing static billboards (as described in the proposed amendment) to convert to electronic billboards with an over the counter zoning permit.

As described in the amendment, the size of the billboard face would be limited to 14' x 48' and
would be no brighter than .3 foot candles over ambient lighting levels, the method of
measurement as spelled out in the proposal, and would be unique to billboards.

As described in the amendment, light levels would be certified by an architect or engineer. As described in the amendment, light levels would also be exempt from the current light trespass per Section 5.2.3. As described in the amendment, content would be allowed to change a minimum of
every 10 seconds. As described in the amendment, the face of the billboard would have to be
90 degrees or less facing I-95 and be within 200’ from the “I-95 corridor.”
