Former Kmart Development Runs Into Snag

The site developers proposed allowing taller buildings, but the Planning and Zoning Board denied the request.

MILFORD, CT — The development plan for the former Kmart plaza hit a snag after the Planning and Zoning Board denied a proposal to allow taller buildings and more residential unit density at the site.

Attorney John Knuff, who represents developer Casey Associated LTD, told the Milford Mirror that the team is evaluating options at the location. The change in proposed height and unit density came after a legal issue with commercial tenants at the property.

The developer proposed a regulation change that would have increased the maximum building height from 40 feet to 50 feet and allow for 19 apartment units per acre, which is an increase for the current 17. The proposed development would stay at 202 units.

Five Meadows End Road residents spoke in opposition to the proposal at the Planning and Zoning Board meeting.

The Planning and Zoning Board voted 4-4 at a November meeting, which meant the motion failed.

Commissioner Etan Hirsch said he worried the property would remain blighted in perpetuity if the board denied the proposed change

"If you are inclined to vote no, just know what you're voting for," Hirsch said. "You're voting for a scuttled deal. And the continued blight in an area that I think needs something.

Commissioner Joseph Castignoli said the matter was presented as a take it or leave it decision, but that wasn't the case.

"I would rather wait for a better proposal," he said. "I don't think this is the last proposal we're ever going to get on this parcel."
