Major Development Pitched Again In Milford: What You Need To Know

The PZB rejected an initial proposal in 2022 and a developer is back with new changes to the plans.

MILFORD, CT —A developer has submitted new plans to redevelop the former K-Mart property at 589 Bridgeport Avenue after being denied last year.

Casey Associates LTD Partnership is seeking a regulation change. The proposal will be discussed at the PZB meeting on March 7, which begins at 7 p.m. at City Hall or you can watch online. (Learn more by clicking here).

According to documents, the city rejected the proposal on November 15, 2022.

Here are the proposed changes to the application, according to documents filed with the city:

"The current application for a regulation change proposes to... change the maximum units per acre from 17 to 18. It also reduces the minimum amount of land required for multifamily residential buildings from 12 acres to 10 acres," according to documents.

"The application for Re-Subdivision is proposing to create 2 parcels from the existing commercial parcel; one for continued commercial use, the other for multifamily development. This re-subdivision is compliant with our current and the proposed revised regulations. The applicant is also looking to waive payment of the open space fee....This would require 8 members of the board to vote in approval.

The proposed Special Permit with Site Plan Review has two components:

"First, a proposed redevelopment of the facades for the portion of the retail plaza that is proposed to remain and the reconstruction of the retail building closest to Bridgeport Avenue. The proposed changes are the same as the previous application. Our review of these plans and elevations have determined this work is in compliance with our regulations.

"Second is the development of a multifamily dwelling complex consisting of 192 units (the previous application was for 202 units) spread between 6 residential buildings (the previous application had 7) with an accompanying clubhouse/pool facility and trash/maintenance building.

"Our review of these plans and elevations have determined this work is in compliance with the proposed revised regulations.

"The retail parcel will have 503 parking spaces (the previous application had 510). Of the 503, 51 of them will have EV charging stations in compliance with Section 5.1 of the Regulations. The multifamily dwelling parcel will have 357 spaces (the previous application had 385). Of the 357, 36 of them will have EV charging stations in compliance with Section 5.1 of the Regulations.

"Residential building heights are proposed to be less than 40’ feet, where 40’ is the maximum allowable (the previous application proposed 50’).
