Milford Resident Paid Shelton Man $2,886 for Construction Services that Were Never Done: Police

Milford police say the city resident paid the man for kitchen renovations, but no work was ever completed.

Milford police say they received a complaint from a Hauser Street resident regarding a Shelton resident who failed to perform home improvement services they had paid them for in December 2014.

Investigation revealed that the victims hired Timothy Kovalsky, 35, of Howe Avenue in Shelton, under his company name, Exquisite Remodeling, to perform kitchen renovations at their house, police said.

The victim signed a contract with Kovalsky and provided him with a partial payment of $2,886, police said.

The victim claimed that none of the agreed upon services were performed at the residence and attempts to collect the money paid to Kovalsky were unsuccessful, police said.

Police confirmed with the state Department of Consumer Protection that Kovalsky had an expired home improvement contractor’s certificate since 2012, police said.

There was no record of a certificate for the business name, police said.

An arrest warrant was issued for Kovalsky. He is charged with performing home improvement without a valid certificate, failure to appear in court, and third-degree larceny.

He was released after posting $1,000 bond and is due to appear in Superior Court, Milford on May 19.
