Police: Monroe Man Took Voyeuristic Videos of Young Men, Possessed Child Porn

The investigation began on the West Coast.

MONROE, CT — A Monroe man faces child pornography charges after an investigation that started on the West Coast.

Police said Kenneth Raftery of Stonecroft Way was arrested Dec. 9 after a search and seizure warrant was executed at his residence.

Monroe police seized numerous pieces of digital evidence stored on a laptop computer, an iPhone and a iPad.

Raftery was charged with voyeurism and first-degree possession of child pornography.

A West Coast child pornography investigation conducted by the U.S. Postal Inspection Service discovered, through grand jury subpoenas for a computer internet protocol address used for trading suspected child pornography, that the IP address was allegedly subscribed to by Raftery.

Monroe police located voyeuristic videos and pictures of suspected child pornography at Raftery’s home.

The videos were filmed on equipment owned by Raftery, police said, adding that some of the video files show Raftery’s face.

Subjects of the videos were young males wearing shorts, who were not aware they were being filmed.

The videos attempted to captures images of their genital areas. Police were able to identify locations in Monroe where the recordings were made, including a past Masuk High School football team car wash on Route 25.

The voyeurism charge relates to the videos recorded in Monroe, police said. They said the child pornography was not locally made and does not contain images of Monroe children.

Raftery posted a $100,000 bond and was released to appear in court Dec. 17 in Bridgeport.
