That law should be effective as all law enforcement agencies receive federal funds in one way or another. However, it would not prevent the governor from disregarding federal law and the Constitution, like Obama, and acting against law-biding citizens. In fact, even a state law would not necessarily stop it but it might give reason for the governor to have second thoughts.
