Capitol Update: New Laws Effective January 1, 2020

New Laws Effective January 1st, 2020

As we say goodbye to 2019 and prepare to welcome 2020, I would like to remind you of new laws going into effect Wednesday, January 1st (New Years Day).
Below are the tax changes to expect. These were included in the most recent state budget, which I voted against.
- Dry Cleaning – Expands existing state sales tax rate to dry cleaning services & laundry services
- Parking – Expands existing state sales tax rate to parking
- Interior Design Service – Expands existing state sales tax rate to interior design services
- Safety Apparel – Repeals tax exempt status on safety apparel (vests, gloves, etc.)
New public acts also worth noting:
– FMLA (PA 19-25) – Beginning of the public education campaign and launch of the website to inform the public about the state’s new Paid Family and Medical Leave program, which will be funded by a 0.5 percent payroll tax on private-sector employees. The tax will be collected beginning January 1st, 2021 and individuals can begin collecting benefits the following year. The revenue will be placed into the FMLI Trust Fund, but Republican legislators, including myself, have legitimate reservations about the solvency of this program and the enormous burden it places on Connecticut workers.
– Hearing Aids (PA 19-133) – This bill, which I supported, removes a previous age restriction (12 years and under) for mandatory health insurance coverage for hearing aids. Individuals of all ages are now eligible.
– Vison Plans (PA 19-201) – This bill, based on legislation I cosponsored, prohibits contracts between health insurance companies and ophthalmologists that require an eye doctor to accept a payment amount for services not covered under an insurance policy. Until now, this has caused ophthalmologists to increase rates for other services and related products in order to offset costs.
