NPD Arrest Two for Violating Water Pollution Control Act

The warrants stemmed from an incident on August 16, 2019 in which the accused were observed discharging oil by a concerned citizen.

Naugatuck, CT - The Naugatuck Police Department released this information to the press on Wednesday.

On August 20, 2019 Chang Zou (Age 30) and Yu Xiang Zheng (Age 24) voluntarily surrendered at Naugatuck Police Headquarters after learning that we held outstanding warrants for their arrest.

The warrants stemmed from an incident on August 16, 2019 in which the accused were observed by a concerned citizen discharging oil into the wetlands behind the area of 444 Rubber Avenue from a commercial vehicle. During the ensuing investigation launched in conjunction with the Connecticut DEEP it was determined that the suspects had in fact discharged cooking oil into the area. It was further learned that the suspect had stolen the oil from another business on Rubber Avenue and were discharging after the initial theft. The investigation determined that the environmental impact was minimal after remediation efforts made at the scene.

The suspects were identified as a result of efforts led by Officer Rebecca St. George and warrants were obtained for the following charges:
22a-438(c)*- Knowingly Violating the .
22a-250(a) - Littering Violation
53a-125b- Larceny in the 6th Degree
53a-48@53a1-225- Conspiracy to Commit Larceny in the Sixth Degree

Furthermore, the vehicle used in the commission of these crimes, a 2006 International 4000 Series, was seized and impounded and is currently held at Naugatuck Police Department’s impound lot. The accused were released on a promise to appear and will appear at Waterbury Court on September 4, 2019.

The Naugatuck Police Department continues to make pollution, littering, and illegal dumping a priority in our enforcement efforts.
