Sex Offender Accused Of Public Indecency: Naugatuck Police

NAUGATUCK, CT — A registered sex offender is accused of masturbating in public, according to Naugatuck police.

Police responded to the area of Fairview Avenue at about 12 noon on Aug. 21 on the report of a man masturbating in public. The accused, identified as Francis Scott Keen, was found with his pants and belt undone while sitting on a rock and was in possession of several bottles of lubricant, according to police.

Keen, 66, of Naugatuck, was arrested and charged with second-degree breach of peace and public indecency. He is scheduled to appear in court on Sept. 30.

Keen is a registered sex offender and was arrested for a similar incident in June, police said.
