Alleged Sex Assaulter Let Go, Officers Disciplined
An internal investigation found that multiple officers made errors that allowed a man accused of sexually assaulting a woman to leave.

NEW HAVEN, CT — A recently-released New Haven Police Internal Affairs report found that three officers let a wanted man who was also accused of sexual assault go after a traffic stop.
The report was obtained through a Freedom of Information request filed by the New Haven Independent and it shows glaring errors made by multiple officers at the scene of the stop.
The internal investigation was launched after police ran a suspect's name through a computer system and found that he was subject to a traffic stop in May, according to the New Haven Register.

A woman who sometimes performs sex work told police that the man pointed a gun to her head and forced her to perform oral sex on him, according to the report. Police found a BB gun in the vehicle.
Navardo Lockhart was arrested months later and charged in two cases with first-degree sexual assault and a slew of other offenses. He remains in custody and his criminal case is pending, according to court records.
