Congrats Are In Order: For 25 Years, NHPD Asst. Chief Ettienne Has Led With Passion, Dedication, Purpose

NEW HAVEN, CT—The New Haven Police Department is celebrating Assistant Chief Bertram Ettienne's quarter century serving the city of New Haven and its residents.

A Hartford native and son of a Hartford police lieutenant, in 2001, he was sworn as a New Haven police officer.

From Growing Up in Hartford to Leading in New Haven

For 25 years, Assistant Chief Bertram Ettienne has dedicated his life to serving the New Haven community. He was born in Hartford's Northend and raised in the Southend. He is the son of a Hartford Police Department lieutenant (deceased). He attended Alfred E. Burr School and Bulkeley High School. In Hartford, he was a L.E.A.P counselor, and he attended the Trinity College Upward Bound Program. He began his career with the New Haven Police Department in August 2001.

As a patrol officer, he held assignments within the Narcotic Enforcement Unit and DEA Task Force. In 2008, he was promoted to the Investigative Services Division, where he served as a detective, most of those years as a homicide detective. He investigated some of the most violent crimes in New Haven during his pursuit of justice for victims and families. His commitment to homicide investigations became deeply personal when his sister, Jeanna Flores, 27, became a victim after being fatally shot in Hartford in 2010. As a survivor of homicide, he remained committed to homicide investigations while he served as a detective and supervisor.

He served as supervisor of Major Crimes, the Homicide Unit, and the O.I.C. of the Investigative Services Division. In 2022, he was promoted to Assistant Chief, first overseeing the Investigative Services Division and Professional Standards Division, and currently leading the Patrol Division.

For 25 years, Chief Ettienne has led with passion, dedication, and purpose. He may not always have the loudest voice, but his words carry the weight of a career spent serving others through empathy, compassion, and experience.

From his roots in Hartford to his service in New Haven, his story is one of personal growth, resilience, sacrifice, and an unwavering commitment to public service.
