New Tweed New Haven Airport Authority Executive Director Named
Thomas M. Rafter, who will replace outgoing ED Sean Scanlon, "brings decades of experience in aviation management."

NEW HAVEN, CT — The Tweed New Haven Airport Authority voted Wednesday to hire Thomas M. Rafter to serve as its next Executive Director. Rafter will start in the role in January, succeeding current Executive Director Sean Scanlon, who was recently elected to serve as Connecticut State Comptroller. Rafter is an experienced airport manager with more than three decades of work in the industry, most recently serving as the Airport Manager for Nantucket Memorial Airport.
“At a time of significant growth and progress, we’re confident that Tom will be an excellent leader for Tweed New Haven Airport, continuing the transformational work done under Sean Scanlon,” said John Picard, Chairman of the Tweed New Haven Airport Authority. “Tom brings with him not only significant and comprehensive aviation industry experience, but also a vision and passion that will be critical for a vibrant emergent airport. We’re excited for Tom to get to work, and we thank and congratulate Sean Scanlon as he moves on to new challenges.”
Prior to serving as Airport Manager of ACK for more than ten years, Rafter was the Airport Director for Atlantic City International Airport and held a number of other posts at that airport for three decades.

As Executive Director of the TNHAA, Rafter will oversee the development, management, and operation of Tweed New Haven Airport on behalf of the Authority. In August, the TNHAA voted to authorize a new lease and management agreement between the airport and Avports LLC aimed at developing a more robust regional airport that is better equipped to serve the needs of Southern Connecticut. In the past year, Avelo Airlines has significantly expanded its offerings out of HVN, now serving direct flights to 14 destinations across the country.
“I’m delighted to join Tweed New Haven Airport in this role, and I plan to hit to ground running to help continue the exciting changes taking place at the airport,” said Rafter. “It’s clear that Southern Connecticut wants and deserves a modern, convenient airport, and I plan to work closely Avelo Airlines, our operator Avports, and our neighboring community members to help deliver flyers a top-notch experience.”
