Police Make Domestic Violence Arrest, Charging An 18-Year-Old: PD

NEW HAVEN, CT — An 18-year-old who police said was holed up in a Winthrop Avenue apartment armed with a handgun eventually surrendered to the New Haven SWAT Team and Negotiation Team Wednesday afternoon, was arrested and faces myriad charges, according to police spokesperson Scott Shumway.

Shumway said police were called to a domestic violence and when they arrived, met with the victim outside the home and were told that Laruan Biggs was inside and had a gun. Patrol officers set up a perimeter, Shumway said, and tried, unsuccessfully, to have Biggs come out. The SWAT negotiation team showed up and were able to talk Biggs out "without further incident."

Shumway said detectives secured and executed a search warrant that led to the seizure of a .40 cal Smith and Wesson handgun found inside the home.

Biggs was arrested and charged with assault on a pregnant person, second-degree strangulation, second-degree unlawful restraint, second-degree threatening, criminal possession of a firearm and second-degree breach of peace. Biggs was held on $250,000 bond with his arraignment hearing set for Thursday.
