NEW LONDON, CT — U.S. Immigration and Customs Enforcement agents arrested a man from Peru in New London last week, NBC Connecticut reported.
Tommy Randolph Izaguirre-Chavez was taken into custody Oct. 9.
He had been convicted of first-degree unlawful restraint and third-degree assault in connection with an incident last year.
