NEWTOWN, CT — A Toddy Hill Road resident turned himself into the Newtown Police Department on an outstanding warrant on July 29.

Victor Souther, 36, was charged with third-degree assault, second-degree threatening, and disorderly conduct. He was scheduled to appear in Danbury Superior Court the next day, and released on a promise to appear.
