Norwalk P&Z To Hold Public Hearings, Review Applications During Upcoming Meeting: Agenda

NORWALK, CT — The Norwalk Planning and Zoning Commission is scheduled to hold two public hearings and review a number of applications during its regular meeting scheduled for Wednesday evening.

According to an agenda available on the city's website, the virtual meeting is scheduled for 6 p.m., which residents can access by telephone, Zoom or a recording on the City of Norwalk YouTube channel.

The first public hearing is on a proposal submitted by Manresa Osprey LLC involving Longshore Avenue and 0 and 3 Manresa Island, according to the agenda.

According to the agenda, the application seeks a zoning regulation and map amendment to create the Special District-Manresa Wilds zoning district, as well as a special permit application for a Development Park Master Plan.

The commission is also scheduled to hold a public hearing on an application from the Wall Street Neighborhood Association for a zoning regulation text amendment and zoning map amendment to create the Wall Street Village District Overlay and associated standards relating to density, parking, workforce housing and public realm, according to the agenda.

Several applications are also listed on the agenda for review and possible action.

One application involves Wall Street Opportunity Fund LLC's request to modify a previously approved coastal site plan review application for the construction of an extended stay hotel and multi-family units on Isaacs Street, according to the agenda.

Other applications scheduled for review include a request to construct a new impervious patio within 50 feet of tidal wetlands on Burwell Street, a coastal site plan review application for the construction of a two-family detached dwelling on Charles Street and a request to construct a detached accessory dwelling unit on Catherine Street, according to the agenda.

The commission is also expected to discuss future zoning regulation amendments, including where building height is measured to on mansard roofs, warehousing as an accessory use to personal service establishments, permitting retail sales in the SD-MC and revising the permitting procedure and parking requirements for ADUs in mixed-use and commercial zones, according to the agenda.

The agenda also includes acceptance of minutes from the Aug. 19 regular meeting and comments from the director and commissioners.
