Man Accused Of Recording Woman In City Hall Restroom Arrested: Norwalk Police

NORWALK, CT — A New Canaan man accused of recording a woman inside a restroom at Norwalk City Hall was recently arrested, the Norwalk Police Department announced Tuesday.

In a news release, Police Lt. Ramon Tejada said officers were called to City Hall on East Avenue around 1:30 p.m. on Aug. 17 after receiving a report of a suspicious person.

According to Tejada, officers received information that a man had entered a women's restroom and used a phone to record a person inside before fleeing the area.

When police arrived in the area, they met with a person who reported that while inside a stall in the women's restroom, another person held a phone underneath the stall and appeared to be recording, then fled the area, according to Tejada.

Officers searched the area for the suspect but were unable to locate him, Tejada said.

Police detectives worked with City Hall building management and security personnel to identify the suspect, Tejada said.

During the investigation, detectives reviewed surveillance footage and determined the suspect had also entered the town clerk's office, according to Tejada.

Tejada said detectives soon identified the suspect as Terrill Kelly, 31, of New Canaan, who they also determined was currently on probation.

Detectives applied for and were granted an arrest warrant for Kelly, Tejada said.

According to Tejada, members of the United States Marshals Service Violent Fugitive Task Force located and arrested Kelly on Sept. 8 in the Bronx, N.Y.

Police traveled to Rikers Island in New York City on Tuesday and extradited Kelly back to Norwalk police headquarters, where he was processed on the outstanding warrant, according to Tejada.

Kelly was charged with voyeurism with malice.

His bond was set at $50,000 and he is scheduled to appear in court later this month, according to Tejada.
