New Assistant Legal Counsel Appointed For Norwalk Public Schools
The Norwalk Board of Education recently approved the appointment of Kimberly Byrd-Carolina as the district's new assistant legal counsel.

NORWALK, CT — The Board of Education recently approved the appointment of Kimberly Byrd-Carolina as a new assistant legal counsel for Norwalk Public Schools.
According to a news release provided by the dsitrict, Byrd-Carolina most recently has served as the manager of equal employment opportunity for Connecticut state colleges and universities.

District officials noted Byrd-Carolina is a dedicated and performance-driven professional with experience in HR policies and procedures, compliance, labor relations, EEO/AA and a wide array of other services and functions.
As the manager of EEO for CT State Colleges and Universities, she managed a full range of administrative services need to contribute to the effective management of the Affirmative Action, Equal Employment Opportunity, Diversity, Inclusion, Staff Development and Title IX job responsibilities for the institutions of community colleges, Charter Oak and the System Office, according to the district.

Prior to becoming the manager of EEO, Byrd-Carolina served as a Regional Human Resources Manager for the Capital East Region with the group, overseeing five community college campuses.
Byrd-Carolina also served as the Director of Human Resources and Labor Relations for Naugatuck Valley Community College from 2012 to 2020. She managed a wide range of professional human resources and labor relations functions for approximately 1,000 employees in a complex unionized, public-sector environment.
Prior to that, she served as the Labor Relations Officer for New Haven Public Schools from 2006 to 2012, a school district with approximately 4,000 employees, according to the district.
From 2003 to 2006, she worked as a Recruiting Assistant then a Recruiting Coordinator for Wiggin and Dana, LLP in New Haven. Byrd-Carolina has also worked as a legal secretary and litigation paralegal.
Byrd-Carolina is a graduate of Quinnipiac University School of Law. She earned a master of business administration and a master of science in management from Albertus Magnus College, where she previously graduated with a bachelor of arts.
