Norwalk Landlord Arrested For Lack Of Heat: PD

A tenant was without heat or hot water for several days, police said.

NORWALK, CT — A Norwalk landlord was arrested after he didn't restore heat and hot water to a tenant for several days, according to police.

Joseph Guimond, 77, told police he was no longer the owner of the house, but a court-appointed manager said he was responsible for providing utilities, according to the Hour.

He has convictions for two similar incidents in 2016.
