Orange Man Stole Electric Service from United Illuminating Co.: Police

Orange police say the man is accused of creating fake accounts and not paying the utility.

ORANGE, CT - An Orange man is accused of scamming his way to free electric service from United Illuminating Co., police said Tuesday.

Officers received a complaint from the United Illuminating Co. that someone was creating false identities for UI billing accounts, and then not paying the bills for these false identities, resulting in free electric service until UI could determine that the identity was fake each time, police said in a news release.

Investigation led to the issuance of an arrest warrant for Frank Woodruff Rogers, 36, of Ohman Avenue, who is charged with third-degree identity theft, criminal impersonation and sixth-degree larceny.

He was released on a promise to appear in Superior Court, Derby on May 31.
