150-Unit Oxford Apartment Hearing Set

The Little River Apartments hearing is scheduled for Oct. 20 at Oxford High School; the plan includes 45 affordable units.

OXFORD, CT — The next public hearing on a proposal to build 150 apartments on Oxford Road is scheduled for Oct. 20 at Oxford High School.

The Planning and Zoning Commission's Oct. 6 agenda lists the Little River Apartments hearing as recessed until 7 p.m. Oct. 20 in the high school auditorium. The school is at 61 Quaker Farms Road.

B-Wizz LLC is proposing the development at 11 Oxford Road, near the Seymour town line. As Patch previously reported, the plan calls for 150 apartments, including 45 designated as affordable for 40 years.

The applicant is seeking a zoning text amendment, a zone change and site-plan approval under Connecticut's affordable-housing law, commonly known as 8-30g. The applications remain pending; the agenda does not announce an approval.

The proposal has moved forward as Oxford reviews its development rules during a nine-month moratorium approved in August.

At the Aug. 11 moratorium hearing, attorney Timothy Hollister, representing the developer, argued that the housing application was protected because it had already been filed and because the town could not suspend an 8-30g application through a moratorium, according to the meeting minutes.

Commission Chairman Daniel Wall said the pause would give Oxford time to examine its zoning and infrastructure. "The biggest concern is Route 67, honestly," he said, according to the minutes.

Residents also raised questions during that broader hearing. Kate McKinney said commercial and industrial development had affected her neighborhood and questioned which applications the pause would cover. Jim Locke asked about further traffic studies and their cost.

The commission approved the moratorium 5-1, with Sara Locke opposed. That vote concerned the temporary development rules, rather than approval or rejection of Little River Apartments.
