Ridgefield Zoners Approve Sturges Park Pavilion, Continue Sewer, Academy Hearings

Ridgefield Planning & Zoning Commission OKs Sturges Park pavilion, continues sewer and Ridgefield Academy hearings and zoning updates.

RIDGEFIELD, CT — The Planning and Zoning Commission on April 28 unanimously approved an Eagle Scout project to construct a pavilion at Sturges Park, while continuing multiple public hearings on a sewer infrastructure project, a proposed school expansion, and several zoning amendments.

The commission voted unanimously to approve the application for a 10-by-16-foot pavilion to cover two picnic tables near the cabin at Sturges Park.

Applicant Phil Kearns, a student pursuing his Eagle Scout rank, said the structure would provide a designated space for food, which is not permitted inside the cabins. Commissioners raised questions about structural design and construction methods before approving the project without conditions.

Sewer Project Hearing Continues

The commission continued its public hearing on a special permit application for sewer work at 59 South St., with discussion focused on construction impacts and coordination with nearby condominium residents.

Applicant representative Matthew Formica addressed questions about access during construction, noting that trenches would be closed each evening to allow residents to reach their homes. Residents of Prospect Woods raised concerns about proximity to buildings, tree removal and vibration impacts.

Chair Robert Hendrick said some of those concerns had been addressed in draft conditions, including monitoring requirements, and noted that economic considerations are outside the commission’s purview.

The hearing was continued to May 12 to allow submission of a tree survey and additional documentation.

Ridgefield Academy Proposal Advances

The commission also opened a public hearing on a proposal to expand Ridgefield Academy at 223 West Mountain Road, including a building addition, campus center and site improvements.

Commissioners questioned stormwater management, parking design and use of synthetic turf, with several members expressing concerns about environmental impacts and requesting additional details.

Neighbors raised concerns about drainage impacts on adjacent properties. The applicant said the design is intended to prevent any increase in offsite runoff during major storm events.

The hearing was continued to May 12 for additional information, including lighting details, grading data and further analysis of materials.

Zoning Amendments Remain Under Review

The commission continued public hearings on several proposed zoning text amendments, all of which remain open:

Discussion included whether to create a registration system for short-term rentals, adjust thresholds for earthwork on small lots, and impose additional fees for after-the-fact permits. Commissioners also debated how to balance regulatory clarity with flexibility for homeowners.

The meeting was called to order at 7 p.m. and adjourned at 10:39 p.m.
