Evelisso Delacruz Rodriquez, 31, of Pembroke St., Bridgeport, is charged with failure to have headlamps, driving without a license, driving an unregistered motor vehicle and driving without insurance.
Police said Rodriquez was driving a car without headlights and was stopped.
He is free on a written promise to appear in Derby Superior Court.
