Michael DeVaughn Tate, 54, of Newton Street, Hartford, was charged with illegal operation of a motor vehicle under suspension, improper use of rear marker/lamps, illegal operation of a motor vehicle under the influence of alcohol/drugs, failure to insure a private motor vehicle, and operating an unregistered motor vehicle at 10:12 p.m. He will appear in court on Aug. 27
