How CT Towns are loosing Millions of Dollars Every Year Due to Stupidity and Possible Corruption!

In an effort to save money after 911 CT Towns decided to self insure and formed CIRMA ,Connecticut Interlocal Risk Management Agency . It is a self insurance pool that is run by local government officials with little or no insurance experience and that is the first of many problems. These are your tax dollars just spread out over several towns but your money just the same.I only realized after bringing 2 lawsuits against the Town of Simsbury, where it made absolutely no sense that the Town made zero effort to resolve or settle my suits. I knew the law firm that was representing the Town was very expensive. I spoke to several seasoned litigators I am friends with who agreed it made no sense at all that the Town didn't make any effort to settle with all the looming budget cuts and the fact that I would most likely win. Then I found it. While doing some research on the firm that represents the CT towns through CIRMA, Ryan, Ryan and Deluca, out of Stamford, I saw a case out of Darien CT where a 12 year old boy with Down syndrome claimed a special education teacher exposed himself to the boy. The boy did not claim to be molested and the other facts of that case are irrelevant. What is relevant is that I have a friend in Darien who was very familiar with the case. He said the Parents of the boy wanted the Town to take responsibility for the hiring of this teacher who had known issues, so that no other students would be subject to this treatment or worse. The Town of Darien tried to sweep the incident under the rug so the parents decided to sue. Supposedly the parents are very wealthy and made every effort to settle out of court but the law firm of Ryan, Ryan, and Deluca and the administration at CIRMA refused to even talk settlement, so the case went to trial. At Trial the parents won a small portion of the case and were awarded $100K dollars . In federal court the defendant must pay the plaintiffs legal fees which were over $1.6MM!!!! I know that sounds crazy but it is common. Now you have to guess that the legal bill from Ryan, Ryan, and Deluca was just as big or bigger. They had no reason to settle on this or any other case. These cases are cash cows and all they have to do is milk them.That is the real big problem NO PROFIT MOTIVE at CIRMA or insurance experience! CIRMA has no profit motive and Ryan , Ryan , and Deluca know it . They are milking that cash cow big time! Unlike any for profit insurance company, run by insurance professionals, that would have settled these cases and hundreds of others to cut their losses. CIRMA has no clue and takes their advice for "SAVING MILK" "FROM THE MILK MAN." They have no interest in settlement and they know CIRMA doesn't know a thing or care for that matter. This is BIG money, more than you can imagine. I would not be surprised to see a criminal investigation into the administrators at CIMRA at some point. I have no evidence of criminal wrong doing now, just stupidity, but I am a former Special Agent with the US Treasury Dept. and I can tell you something smells fishy!
