Board of Selectmen Meeting May 13, 2024

When Chief Ingvertsen made known that he was thinking of appointing Nick Boulter as Chief when he retires, I told Chief Ingvertsen that I did not think Nick Boulter was the best candidate to replace him.

I asked that there should be an open selection process for the position.

There was another person who was interested, who would have been a perfect fit as Chief of Police for Simsbury.

Rumors were circulating about the person to disqualify him from the running although he was highly qualified.

With elimination of this person, the field was open for Nick Boulter to assume the position as Chief.

There were concerns about the management style of Nick Boulter throughout the Police Department.

Awhile after taking Office, the Police Union voted No Confidence by an overwhelming majority in the Chief and Sgt. Jason Trombly was fired by Chief Boulter for untruthfulness.

Recently the Simsbury Board of Selectmen approved changes in the Town Pension Plan for Non-Union Employees to allow Chief Boulter to remain past his retirement age.

Recently, I was in the Police Department reviewing the Incident Reports when Chief Boulter entered the room.

Chief Boulter and I discussed why I have been concerned about his management of the Police Department.

I told him that I would never forgive him for firing Sgt. Trombly four years ago for discussions within the Police Department where Chief Boulter said at an out-of-town training session that he would like to have two officers, that he named, transfer out of the department.

Sgt. Trombly related this interaction with other officers.

Chief Boulter was made aware of these interactions and immediately filed an Internal Action Investigation to determine if the off – the - cuff remarks made by Chief Boulter were sound recorded.

This investigation was conducted by Chief Boulter when an outside agency should have been requested to get to the truth.

The entire investigation was about whether Sgt. Trombly wrote notes to himself about the remarks or if they were sound recorded.

If they were sound recorded, Chief Boulter would not have the ability to deny the remarks.

However, there was no sound recorder used.

I stated that if I were Chief, I would have told Sgt, Trombly to “cut the crap.”

Chief Boulter responded and said do you think that I did not follow proper procedures?

I was not assured that proper procedures were followed.

Sgt. Trombly was fired for being untruthful, when Chief Boulter stated that Police Officers should be always truthful.

I told Chief Boulter that if he followed proper procedures, I might have changed my view on the circumstances.

It appeared to me that the firing was a rush to judgment and a political hatchet job.

As this discussion continued it appeared to me that Chief Boulter was getting irritated by the discussion, and I questioned the need for the “Comfort Dog” to reduce his stress.

Since I was not satisfied with Chief Boulter’s response to me and the need to get to the truth about the process surrounding the firing, I called Sgt. Trombly to refresh my memory.

Sgt. Trombly gave me permission to discuss our conversation at public audience and stated that he would come before the Board of Selectmen if they investigated the truthfulness of Chief Boulter.

Jason Trombly is presently a State Trooper and during his application process, he passed three lie detector tests.

Jason Trombly suggested that Chief Boulter be given a lie detector exam on the truthfulness of testimony at his termination hearing

According to the summary of the Internal Affairs Investigation, “on April 10, 2919, I (Chief Boulter) was informed that Sergeant Jason Trombly had told some individuals that he had secretly recorded conversations he had with me and/or Lieutenant Thomas Sheehan.

Among the conversation he supposedly recorded, Sgt. Trombly claimed that he had recorded me saying that I wished an Officer would leave the Department.”

Chief Boulter did not admit the conversation occurred but if there was not a sound recording, he had plausible deniability.

Sgt. Trombly did not sound record any conversations but used the word record for written notes.

I would like to have the Board of Selectmen have an internal investigation on my claims of truthfulness and determine whether Chief Boulter should remain past his retirement age as Chief.
