Lawyer Sues Simsbury Police Over Arrest

“James Oliver, also of Simsbury, is alleging in a lawsuit filed Tuesday in Hartford Superior Court that Detective Sergeant Sagan “knowingly submitted a false arrest affidavit” in 2013 charging Oliver with third-degree larceny.”

Workplace Intimidation Complaint - Shotgun Incident 4/18/19

On this day and time, I was changing in the Simsbury Police Department locker room; as it was the end of an extended shift that had worked. As I completed changing into civilian clothing and closed my locker, I heard Sgt. Sagan screaming my last name from outside of the locker room. Sgt. Sagan proceeded to come in to the locker room and continued to yell my last name in an agitated/loud manner. I responded to let him know I was in the locker room. At that time, Sgt. Sagan aggressively walked around the corner of the locker room towards me. He was holding a "less lethal" shotgun with one hand on the grip another hand on the "forearm" of the shotgun. He continued towards me and began to yell, "What's this?" "What's this?” As he yelled, he racked the "forearm" of the shotgun. This totally caught me off guard as I have never seen anyone walk in the locker room holding a shotgun, let alone rack the forearm of the shotgun as if he was loading ammunition while clearly being angry with me. I will admit that, I was alarmed. As I think about this scenario, I believe it was truly a blessing that I was not armed during this incident. This was a situation that when putting together the totality of the circumstances (His Anger, demeanor, yelling and racking a firearm) it could have resulted in a deadly force situation.

In the recent past. I have had my character falsely defamed to my reputation and now this incident. This all has caused me much stress. I am afraid that by not saying something, that this type of intimidation and bullying will continue to get worse over time. As we know, these types of things many times start small and then intensify as time goes on.

On December 9, 2019 Corey Thomas, the first Black Officer was hired and started training under the Supervision of Sgt. Sagan.

It is alleged that Thomas’ abrupt resignation was due to bullying and intimidation that was attributed to Sgt. Sagan.

Several Sergeants applied for the position of Detective Sergeant, did Chief Boulter choose the best applicant?
