Southbury Hiring For New Public Works Director
Southbury's Director of Public Works, Tom Crowe, has announced his retirement.

Southbury’s Director of Public Works, Tom Crowe, has announced his retirement. Tom, who is a Professional Engineer and holds a Bachelor’s degree in Civil Engineering from Villanova University and a Master of Public Administration from the University of Hartford, began working in his present position ten years ago. He brought organization and innovation to the Department of Public Works and the Town of Southbury has reaped the benefits of his knowledge and initiatives.

Tom enlisted the Boards of Finance and Selectmen and got their support to fully fund the annual road construction/repair budget to address years of underfunding. To manage that budget he systemized the road replacement and repaving program with the help of an outside vendor to evaluate and prioritize the maintenance needed and to implement a more cost-effective suite of pavement treatments.
Tom first began addressing the snow and ice removal process nearly four years ago, resulting in the Town moving toward pre-treatment and the use of treated salt and away from the traditional but outdated sand and salt process. He did this using a combination of his technical knowledge to select a method suitable for Southbury’s budget and his management skills in coordinating a phased approach to get buy-in from all the stakeholders.
His tenure here has also been marked by his continuing education in his field of work. He has been recognized as a 2008 CT Road Master, a 2009 Road Scholar and a graduate of the 2011 CT Municipal Traffic Authority Program. Tom also is a licensed arborist and has served as the Town’s Tree Warden for several years. In addition, he has served on the Board of Directors of the CT Association of Street and Highway Officials for the past 14 years.
“Tom has brought professionalism to his position and has been an asset to the Town of Southbury. His contributions can be seen throughout Town and will remain for decades to come. I will personally miss having him here with his years of proven experience, calm demeanor and focus on doing what is best for Southbury”, said First Selectman Edelson. “I appreciate Tom’s flexibility on a final retirement date and look forward to working with him to choose his successor and provide a smooth transition.”
