Phoebe Allen, 21, was taken into custody Thursday, Oct. 8, in connection with the incident and charged with manslaughter, the Southington Police Department said.

In 2025, members of the department's detective division processed the scene, and the Special Investigations Unit was assigned to investigate.

The state Office of the Chief Medical Examiner determined the man died from acute intoxication caused by the combined effects of methamphetamine and benzodiazepines, according to police.

Following what police described as an extensive investigation, investigators obtained an arrest warrant from New Britain Superior Court charging Allen, born July 20, 2005, with second-degree manslaughter.

Members of the Detective Division and Special Investigations Unit located Allen in New Britain on Oct. 8 and took her into custody, police said.

Allen was charged with second-degree manslaughter and held on a court-set $100,000 bond. She was scheduled to appear in New Britain Superior Court on Oct. 9.

Police did not provide additional information in the release about what investigators allege Allen did that led to the manslaughter charge or identify the 18-year-old who died.

Police said the Special Investigations Unit remains committed to combating drug-related crimes in Southington.

Anyone with additional information about the death is asked to contact Det. William Thomson, badge No. 459, at the Southington Police Department at 860-378-1670.
