SOUTHINGTON, CT — Southington's Town Council holds a public hearing on an electric bicycle ordinance; the town has posted the ballot question for an $86.7 million elementary school referendum, and Halloween in the Village comes to Plantsville on Sunday.

1. Hearing On Electric Bicycle Ordinance
When: Tuesday, Oct. 13, 7 p.m.
Where: Public Assembly Room, John Weichsel Municipal Center, 200 N. Main St.
What to know: The Town Council will hold a public hearing on a proposed electric bicycle ordinance, according to the town's legal notice. The proposal is on file with the town clerk and town manager.

2. $86.7 Million School Plan Goes To Referendum
When: Tuesday, Nov. 3, 6 a.m. to 8 p.m., at regular polling places
Where: Southington Town Hall, 75 Main St.
What to know: Voters will decide whether to borrow $86,675,560 for the elementary facilities plan, which includes a new Kelley Elementary School, a fit-out of South End Elementary School, and closing Flanders Elementary School and repurposing the building for town and community use, according to the referendum notice. The Town Council approved the ordinance April 13. Absentee ballots are available from the town clerk.

3. Leaf Collection Schedule Released
When: Spot pickup starts Monday, Oct. 26; zone pickups begin Nov. 2
Where: Highway/Parks Department, 1 Della Bitta Drive, Plantsville
What to know: Town crews begin spot pickups in heavy areas Oct. 26, with regular collection by zone: Zone 1 (south of West Center Street and west of Route 10) by 7 a.m. Nov. 2; Zone 2 (south of Berlin Street and east of Route 10) Nov. 9; Zone 3 (north of Berlin Street and east of Route 10) Nov. 16; and Zone 4 (north of West Center Street and west of Route 10) Nov. 23, according to the town. Zone 1 gets an extra pickup Nov. 30. Piles must be leaves only, along the front of the property. Questions go to 860-276-9430.

4. Halloween In The Village In Plantsville
When: Sunday, Oct. 18, 4 to 8 p.m.
Where: Downtown Plantsville, West Main Street
What to know: The free family event features vendors, glitter tattoos, reptiles, crafts, candy, a Bubble Bus, dance studio performances and desserts, according to the town calendar. Questions go to JoAnne Salerno at 860-620-3221.

5. Council Adopts Blight Ordinance Changes
When: Approved Sept. 28
Where: Southington Town Hall, 75 Main St.
What to know: The Town Council approved an amendment to the town's blight ordinance on Sept. 28, according to the notice of passage. The approved language is on file with the town clerk and town manager.
