Key Decision On Southington's Development Future Slated This Week, Public Can Comment

SOUTHINGTON, CT — Southington residents will have an opportunity Tuesday, July 21, to weigh in on the town's proposed 2026 Plan of Conservation and Development, a document that will guide land use, housing, economic development, transportation and environmental planning over the next decade.

The Southington Planning and Zoning Commission has scheduled a public hearing for Tuesday, July 21, at 7 p.m. in the Assembly Room at the John Weichsel Municipal Center, 196 North Main St., to consider adoption of the plan.

State law requires every Connecticut municipality to update its Plan of Conservation and Development, commonly known as a POCD, at least once every 10 years.

The document establishes long-term planning goals for a community's natural and built environments and is intended to guide future land-use decisions, capital investments and development policies.

Prepared by SLR Consulting in collaboration with the town's planning department and a POCD subcommittee representing multiple municipal boards and commissions, the proposed plan outlines a vision for Southington through 2036.

The planning effort began in 2025 with an analysis of demographic trends, housing, economic development, transportation, zoning, natural resources, sustainability and climate resilience.

The project team also reviewed state, regional and local planning documents to ensure consistency with broader planning initiatives.

Public outreach played a significant role in developing the draft.

A community survey launched in March 2025 received 674 responses, representing approximately 1.5% of Southington's 2020 population of 43,501.

The survey asked residents about current community conditions and future priorities.

The town also hosted two public open houses during the planning process.

The first, held in September 2025, presented existing conditions and included activities designed to help shape the community's vision statement.

A second open house in February 2026 sought feedback on the draft vision, goals, strategies and recommended actions before the plan entered its public review period.

The draft plan states that its vision and goals are based on public input, existing conditions and collaboration among town staff, elected officials and community stakeholders.

Those goals are intended to guide future policy decisions, infrastructure investments and land-use planning throughout the life of the document.

Open space plan included

The proposed POCD also incorporates an updated Open Space Plan, which identifies natural, cultural and recreational resources while outlining priorities for future preservation.

According to the draft, the plan is intended to help balance continued economic growth with conservation by identifying lands facing development pressure, prioritizing environmentally significant areas and recommending strategies for preserving open space.

The document is designed to assist the PZC, Southington Inland Wetlands Commission, Southington Conservation Commission and Southington Open Space Committee when evaluating future land-use proposals.

Following the public hearing, the PZC will consider public comments before deciding whether to adopt the updated Plan of Conservation and Development.
