Egan said a second vehicle was traveling north on West Street and failed to stop for stopped traffic there.
This, Egan said, resulted in the vehicle rear-ending the van.
He said the occupants of the van all had disabilities and were transported to area hospitals for evaluation.
The Southington Fire Department said the patients were residents of a local group home that was transporting its residents.
SFD officials said local police, firefighters and AMR Ambulance sent units to the scene.
The fire department said the Southington Police Department has taken over the investigation and all information will be through the SPD.
