New Construction Phase At South Windsor Development

A contractor says three new retail buildings are next at the Gateway at Buckland development in South Windsor.

SOUTH WINDSOR, CT — A new phase at the Gateway at Buckland project may be starting soon.

JLN Contracting says it has been awarded Phase 2 building construction for three new 9,000-plus-square-foot retail buildings at the South Windsor development. In a social media post, the company said work is expected to begin at the end of April, pending permit approvals, with an estimated 10-month timeline.

The company said the scope includes Phase 2 sitework and full construction of the buildings along Buckland Road and Gateway Boulevard. The three buildings are expected to be constructed concurrently, staggered by four to six weeks, while Phase 1 roadway infrastructure work continues.

Town records show that timeline and scope align with what South Windsor officials already approved.

According to Planning and Zoning Commission minutes from Dec. 9, 2025, Phase 2 of the Gateway project includes completion of sitework, construction of three of the four retail buildings and preparation of a pad for the fourth building.

The same records show the town approved a modified site plan for the development covering multiple Gateway Boulevard and Buckland Road parcels, with a total of about 38,240 square feet of retail space and 50,400 square feet of office space.

Commission minutes also show the updated plan shifted the retail layout from two larger buildings to four smaller multi-tenant buildings.

Project representatives told the commission they were targeting retail, restaurant and service tenants, though no tenants have been publicly identified in official town documents.

South Windsor’s application database lists the modified site plan as application 25-51P, received Nov. 18, 2025 and approved Dec. 9, 2025. Town records show the broader Gateway project has been in development since at least 2019, with prior approvals in 2019 and 2020.
