SOUTH WINDSOR, CT — A 26-year-old Plainville man was arrested on larceny charges last week, after South Windsor police said the suspect took money from customers but never provided the rides he promised to the airport.
Mitchell T. Kloter was arrested on two separate warrants on Friday on charges of second-degree larceny (two counts) and operation of a livery motor vehicle without a permit (two counts).
According to South Windsor police, the two incidents occurred in the summer of 2025 in which Kloter, through his business, Eastern Rentals and Transportation, took payment from South Windsor residents for airport rides.
Kloter not only did not fulfill his obligation to drive the victims to the airport, he also refused to issue refunds, according to police.
The South Windsor case is not the first involving Kloter, according to authorities.
He faces similar charges from last year in East Windsor, according to court records, and was also arrested in 2025 in East Lyme under similar circumstances.
The Better Business Bureau has also logged several complaints against the Kloter's company for not providing promised rides.
Kloter was taken into custody by the Connecticut State Police on Friday and transferred to South Windsor custody. He was released after posting a surety bond of 56,500, and is scheduled to appear in Manchester Superior Court on May 20.
