SOUTH WINDSOR, CT — South Windsor police released details Monday on five arrests made over the weekend, including two operating under the influence cases and several larceny-related arrests.
The following arrests were reported by the South Windsor Police Department. Charges are allegations, and defendants are presumed innocent unless proven guilty.
Chelsea S. Grant, 31, of East Hartford, was arrested Friday night and charged with risk of injury to a child and sixth-degree larceny.
Police said officers were called to Target at 125 Buckland Hills Drive around 9:33 p.m. for a reported shoplifter being held by store personnel. Police said Grant was accused of stealing $79.74 worth of merchandise.
Grant was released on a $5,000 non-surety bond and is scheduled to appear Sept. 16 in Manchester Superior Court.
Michael Quail, 36, of Enfield, was arrested shortly after midnight Saturday and charged with disorderly conduct following what police described as a domestic violence-related incident.
Police said Quail lunged at a woman in an attempt to attack her, causing her to fall. He was issued a misdemeanor summons and was scheduled to appear Monday in Manchester Superior Court.
Rafael Rodriguez, 64, of East Hartford, was arrested around 10 p.m. Saturday after police responded to the area of Sullivan Avenue and John Fitch Boulevard for a report of a person passed out behind the wheel.
Police said officers found Rodriguez in the vehicle and believed he was under the influence of alcohol and/or drugs. An open container of alcohol was visible in the center console, according to police.
Police said Rodriguez agreed to perform standardized field sobriety tests, which he failed. Officers also reported finding two wax folds containing heroin in his wallet.
Rodriguez was charged with operating under the influence, second offense; possession of a controlled substance, second offense; and drinking while driving. He was released on a $5,000 non-surety bond and is scheduled to appear Sept. 16 in Manchester Superior Court.
Cassandra Y. Veal, 50, of East Hartford, was arrested early Sunday after an officer saw a vehicle make what police described as an illegal U-turn near John Fitch Boulevard and Ellington Road.
Police said Veal showed signs of being under the influence of alcohol and failed standardized field sobriety tests.
She was charged with operating under the influence, second offense, and improper turn signal. Veal was released on a $1,200 non-surety bond and is scheduled to appear Sept. 14 in Manchester Superior Court.
Irene Luaices, 47, of Glastonbury, was arrested Sunday afternoon on two active warrants charging her with two counts of sixth-degree larceny.
Police said the warrants stemmed from two separate shoplifting incidents at the South Windsor Target in June. Luaices turned herself in at police headquarters and was released on a total of $5,000 in non-surety bonds.
She is scheduled to appear Sept. 16 in Manchester Superior Court.
