Why South Windsor Wants This $600K Property

The town wants to buy 13.56 acres next to Wapping Park, but two residents urged officials to seek the entire property.

SOUTH WINDSOR, CT — Residents will get another chance Monday to weigh in on the town's proposed $600,000 purchase of 13.56 acres next to Wapping Park.

The Town Council has scheduled a public hearing for Oct. 5 at 8 p.m. in council chambers at Town Hall, 1540 Sullivan Ave. The hearing comes two weeks after councilors unanimously authorized Town Manager Michael Maniscalco to sign a purchase-and-sale agreement for part of 645 Clark St.

The resolution approved Sept. 21 describes the land as "a portion of 645 Clark Street consisting of approximately 13.56 acres" and sets the price at $600,000. It also sends the proposed acquisition to the Planning and Zoning Commission for review under state law.

The town would buy the rear portion of the property, which borders Wapping Park. The owner would keep the land along Clark Street, according to a Citizen Portal summary of the council meeting.

The purchase had broad support during the Sept. 21 council meeting, though two residents said the town should try to acquire the entire property rather than stop at 13.56 acres.

Barbara Kelly, a resident and member of the Open Space Task Force, said the group had recommended the full parcel. She argued that buying all of it would preserve more habitat and create another way into Wapping Park. Roy Dorman made a similar request in a letter submitted to the council.

Councilors discussed the possibility of pursuing the remaining land later. Town officials said negotiations, lot-line changes and access issues shaped the deal now before the town.

For now, the question is whether South Windsor should secure the 13.56 acres available under the current agreement while leaving open the possibility of adding the rest in the future.
