Civil Preparedness Advisory Council for South Windsor and Community Emergency Response Team

The October 2011 storm that wreaked havoc in the State, taught us about our ability to manage disasters. From it, we learned that our community has many strengths and resources, including the fact that we are a caring community. We found out that there are still things remaining to be done. With the unexpected snow storm, this November, it seems that extreme weather is no longer a rare phenomenon. Following the big storm of 2011, I became an advocate for South Windsor developing a Community Emergency Response Team (CERT). As a physician, I have treated patients who suffered from exposure and other physical conditions, relatable to the storm in 2011. There are measures that we - as a community - can put in place to prepare for future emergencies.
The South Windsor Code of Ordinance (Chapter 26) discusses the formation of a Civil Preparedness Advisory Council; a concept which I fully endorse. The ordinance mentions that the group should consist of the Chief of Police, Fire Chief, Superintendent of Schools, Director of Public Works and not less than three private citizens. I feel that there needs to be more than the three private citizens in this advisory council and feel seven may be a better number. We do need people who would bring the concerns and special considerations for people from the various components of the community. There is a crucial need for people with knowledge and skills to be identified and united in ways which will protect our vulnerable citizens, including: children, seniors and people with special needs. For example, there needs to be a system for checking on the welfare of senior's who live alone, in the event of a disaster. A neighborhood protective system needs to be developed to facilitate this process.
The Civil Preparedness Advisory Council can focus on ways to establish interdepartmental partnerships with the community and identify ways to ensure every resident will be accounted for and protected during an emergency. While community members as neighbors have an opportunity and responsibility to serve every member of the community in times of great stress, it would be great benefit, if you know what type of support people can provide and what type of support people may need. I will continue to advocate and seek support to help develop a strong Community Emergency Response Team for South Windsor and community is inclusive in our efforts to be better prepared.
