Geissler’s Plaza Plan Faces Soil Testing Questions
Soil-testing questions surround the proposed 125-apartment redevelopment.
SOUTH WINDSOR, CT — A proposal to add 125 apartments to the former Geissler’s Supermarket plaza returns to a public hearing Wednesday as questions about the property’s past uses draw attention.
The Inland Wetlands Agency/Conservation Commission will meet at 7 p.m. Oct. 21 in the Madden Room at Town Hall, 1540 Sullivan Ave., according to the meeting agenda.
CT Insider reported soil-testing questions at the Oct. 7 hearing. Engineer Bryan Panico, representing the developer, said he would check with the owner.

“That's a 50, 60 year old plaza,” Councilor Audrey Delnicki said, according to the outlet.
The report does not establish contamination. Strawberry Fields resident Jim Greeson also raised buffer concerns; Panico said an earlier coordination requirement should still apply, the outlet reported.

What’s Proposed
The application covers 19.05 acres at 959, 1017 and 1079 Sullivan Ave. It calls for redeveloping the existing retail buildings and adding four apartment buildings, a clubhouse, parking, stormwater improvements and utilities, according to Wednesday’s agenda.
As Patch previously reported, the plan would replace the former Hot Leathers building and retain approximately 61,000 square feet of commercial space. The four apartment buildings would contain 36, 36, 41 and 12 units.
The project received a zone change and general development approval in 2021. A dispute over a sidewalk requirement later ended in a 2023 agreement replacing that condition with an ornamental fence along Sullivan Avenue, Patch previously reported.
Wednesday’s agenda lists the application under both public hearing and old business, with a Nov. 6 action deadline.
