Manchester Man Arrested on Home Improvement Violations in South Windsor
Police say the man wasn't licensed to do home improvement work.

A Manchester man is accused of charging a South Windsor resident a deposit for a home improvement job that was never done and he wasn’t properly certified to do.
South Windsor Police arrested Russell Burnett, 45, of Bigelow Street in Manchester, on March 12 on an arrest warrant. He was charged with making home improvements without certification and failure to furnish buyer with contract and cancellation statement.
Police said Burnett’s charges stem from a 2014 complaint from a Woodland Drive resident. The victim had given Burnett Home Improvement a $350 deposit for work to be done.

No work was ever performed, according to police, and the investigating officer learned that Burnett did not have a valid home improvement license. Additionally, the contract the parties signed did not meet state standards, according to police.
Burnett was later released on a $5,000 surety bond and is scheduled to appear at Manchester Superior Court on March 26.
