Heather J. Belair, 43, of East Hartford, was charged with possession of a controlled substance, use of drug paraphernalia, operating an unregistered motor vehicle, operating without minimum insurance and misuse of marker plate, 2:38 a.m.

Sunday, Dec. 17

Latonya M. Payton, 53, of Waterbury, was charged with possession of a controlled substance, use of drug paraphernalia, third-degree forgery, interfering with an officer, conspiracy to commit sixth-degree larceny and violation of probation, 4:00 p.m.

Jovanne A. Guzman, 33, of Springfield, Mass., was charged with possession of a controlled substance, third-degree burglary, conspiracy to commit sixth-degree larceny and interfering with an officer, 8:26 p.m.

Damian D. Denette, 26, of Springfield, Mass., was charged with use of drug paraphernalia, third-degree burglary and sixth-degree larceny, 8:26 p.m.
