South Windsor 'Handyman' Charged With Home Improvement Contract Crime

TOLLAND, CT — A "handyman" from South Windsor, acting as a principal in a home improvement company, has been charged with a crime related to him skipping out on a contract at a home in Tolland, sate police said.

Ryan Pettengill, 39, of South Windsor, was arrested on a warrant late last week and charged with failure to pay a refund on a job worth less than $10,000.

According to a warrant, on July 14, Pettengill entered into a contract with a Tolland homeowner for extensive bathroom renovations. The contract was for $7,255.50 and the homeowners gave him a "cash" deposit of $4,55.50, according to a warrant.

Then, according to a warrant, Pettengill did not show up for the work. The homeowner was unable to contact him. Even after a 30-day waiting period, state police were also unable to reach him, according to a warrant.

He was a worker at an area contractor, but not an owner as implied, according to a warrant.

State police then applied for a warrant out of Rockville Superior Court, records show.
