SOUTH WINDSOR, CT - A local man has been accused of completing home improvement work under an expired license and bilking homeowners out of money under false pretenses, The Journal-Inquirer reported. William Willard, 53, of 2880 Ellington Road, was charged with second-degree larceny and violating home improvement contract requirements.
A Coventry woman says she paid Willard $77,000 to complete a project on her home. Willard failed to communicate with her and she looked up his license number, discovering that it belonged to someone else and had expired, The Journal-Inquirer reported.
